what is the date of the first official hockey practice permitted by the ncaa?

The NCAA Rules of Ice Hockey state in 17.12.2:
Preseason Practice:
In men's ice hockey, an institution shall not commence practice sessions prior to the Saturday of the 25th full weekend prior to the start of the NCAA Division I Men's Ice Hockey Championship.
The 2013 NCAA Regionals in men's ice hockey are March 29-31. That would make October 5, 2012 the first date on which a formal, coached practice is allowed.

does that mean that our first division 1 game is the game at home with american international ?

Yeah, that's what I think. A week of practices then AIC and then RIT the weekend after. AIC should be a nice warm-up for a real challenge at RIT's homecoming.
